Topic: SCDOT recently completed design-build procurement for the US 1 over I-20 Interchange project in Lexington, SC.  In order to promote innovation, SCDOT did not prepare an Interchange Modification Report (IMR) during the preliminary engineering phase but required each proposer to complete this document during procurement.  This process led to an increased level on innovation that played a significant role in the best-value award determination.  Hear the perspective of the owner as well as the successful proposer.
